Mur 40, Assistant Dire � for Legislative Reference SUBJECT: Agencies' Views Letters on Enrolled Bills OMB Circular No. A-19 -- Legislative Coordination and Clearance -- includes guidance for agencies on the preparation of enrolled bill views letters. Specifically, the guidance is provided in Section 10 of the Circular. The purpose of this memorandum is to highlight some of the key requirements contained in section 10, and to seek your assistance in complying with these requirements. Compliance with the requirements by the agencies has varied considerably. First, a specific recommendation for "approval or disapproval" (emphasis supplied) by the President must be made by agencies on an enrolled bill (section 10(c)(4)(g)). The lead agencies have the responsibility to make an unequivocal recommendation on a bill. Second, since agencies' views letters are transmitted to the White House, they should be complete and written to assist the President in reaching a decision (sections 10(c)(1) and 10(c)(4)(a)). Third, all agencies' views letters on enrolled bills must be signed by a Presidential appointee (section 10(c)(3)). Please ensure that the appropriate officials in your agency are aware of these requirements, as well as the other requirements in section 10. Your continued assistance in seeing that the requirements are met will be appreciated.
