SUBJECT: Governmentwide Ethics Act of 1989 (S.765)
1. On 1 August 1989 the undersigned provided a preliminary
review and comment on the above described legislation, a bill to
ensure that serving with honor is the aspiration of every employee
in our Government and to provide for the equitable treatment of all
Government officers and employees under the laws of the United
States, and for other purposes. Because the legislation may have
some impact on the Agency's acquisition process by building upon the
previously-enacted "procurement integrity" provisions of the 1988
Amendments to the Office of Federal Procurement Policy Act (Section
6, P.L. 100-679), this legislation requires close attention by OCA.
OCA is requested to provide PMS with hearings transcripts and other
relevant materials regarding the legislation.
