SUBJECT: Danforth-Boren Amendment to
the FY 1990 State Department
Authorization Bill
The attached amendment to the State
Department Authorization Bill sponsored
by Senators Danforth and Boren calls for
a report by the Senate Foreign Relations
Committee on "the appropriate relationship
between the Legislative and the executive
branches with respect to the formulation
of United States foreign policy."
Senator Boren's statement in support of
the amendment provides a useful insight
into his thinking on this issue.
Senators Danforth & Boren seem to be
embarrassed and frustrated with the
Senate's dilatory impact on foreign
policy.
