SUBJECT: HPSCI Report on the Intelligence Authorization
Act
1. Attached for your information are relevant portions of
the House Permanent Select Committee on Intelligence Report on
the Intelligence Authorization Act for 1990. You will note
from the report that HPSCI recommends the SEO budget to be
incorporated into the Intelligence Community Staff budget. The
report also raised questions concerning State Department
staffing of SEO, and stated its intention to ask the DCI and
the Secretary of State to explain their policies concerning
staffing of SEO.
