NOTE; THE PURPOSE OF THIS REQUEST IS TO QUICKLY IDENTIFY
AMENDMENTS THAT MAY PROVOKE SERIOUS ADMINTITTRXTTON OBJECTIONS.
THESE AMENDMENTS COULD GO TO THE SENATE FLOOR AS EARLY AS THIS
EVENING. WE DO NOT HAVE LANGUAGE, BUT BELIEVE THAT SEVERAL
AMENDMENTS COULD BE SIMILAR TO THOSE PROPOSED DURING
CONSIDERATION OF THE 1988 DRUG BILL.

agency on the above subject before advising on its relationship to
the program of the President, in accordance with Circular A-19.

NON-EXHAUSTIVE LIST OF DEMOCRATIC PROPOSED
LEGISLATIVE LANGUAGE NEEDED WITH APPROPRIATIONS
GOALS: Amendments concerning the goals in the President's
strategy, both to modify existing goals, and add new ones.
LAw_ENFORCLAENT: Amendments to law enforcement aspects of
the strategy, including:
-- direction as to how the prison construction money
should be spent (boot camps, regional prisons, etc.)
-- civil action on crack houses, bail reform, and
amendments to the President's forfeiture reform plan.
-- facilitate implementation of the President's strategy
by changing organizational aspects of the Justice Dept.
INTERTkTIONAL: modify the international portions of the
strategy, including:
-- requiring negotiations for multinational drug strike
forces;
-- making drug control a -level-one- intelligence
priority;
-- a declaration that international drug dealers are
considered "terrorists" for purposes of U.S. policy;
- ajitudy of debt relief measures as related to drug
crop substitution;
-- other international proposals such as money launderin
controls, a latin summit on drugs, and border policy
amendments by Sen. DeConcini.
ELIKALO_POLICY: Establish as a policy of the United
States that research on medicines dealing with drug abuse
is a top priority for our public health establishment;
also, call on the National Academy of Sciences should
convene a blue-ribbon panel (as was done with AIDS) to
consider new medical research and research on -new illicit
drugs- (smokable heroin, crank (or ice), parachute
(moonrock or croak), and the like.)

THIS LISTING IS NON-EXCLUSIVE; OTHER RELEVANT DRUG-RELATED
AMENDMENTS MAY BE OFFERED.
ADDED AMENDMENTS WILL INCLUDE SOME DIRECT MODIFICATIONS OF
THE PRESIDENT'S LEGISLATION (re: DRUG TESTING and DRUG
FREE SCHOOLS, for example).
HOWEVER, MATTERS COVERED IN THE CRIME BILL (DEATH PENALTY,
ASSAULT WEAPONS, ETC.), MAY NOT BE OFFERED AS AMENDMENTS.
