SUBJECT: Introduction of New Legislation Targetted
Against Terrorists
1. The attached bill is provided for your information. It
was just recently introduced in the Senate by Senator Specter.
To date, there is no action scheduled on this measure.
Additionally, there is no House counterpart to this Bill.
2. This Bill, if enacted, is to be cited as the "Torture
Victim Protection Act of 1989." Enactment would not create a
new cause of action against individuals who torture, but
rather, would clarify and expand the existing Federal law by
clearly establishing a Federal right of action by the victims
of torture against the violators of their human rights. The
Bill also provides a cause of action'to aliens and US citizens.
3. I will keep you apprised of any movement on this
legislation.
