SUBJECT Legislation to Promote Foreign Language Skills
1. I have been told that you are interested in any
information concerning legislation on the aforementioned
subject matter. You should be aware, therefore, that the
attached Bill, HR 3258, was just recently introduced in the
House. It most likely will not move before the end of this
session of the 101st Congress and in any event, its effect on
the Agency if enacted is residual.
2.. The Bill, entitled the "Critical Languages and Area
Studies Program Assistance Act," is a policy statement on the
lack of critical language skills in the general American
populace. The Bill authorizes an incentive program of grants
(up to $5 million per fiscal year per grant) for primarily
educational institutions who are committed to providing quality
critical language and area studies programs. The hope is that
the Federal government can reap some of the benefits of ?this
training at some future date.
