SUBJECT: Davis-Bacon Reform Act of 1989 (H.R. 2259)
1. On 19 September 1989 the undersigned provided a preliminary
review and comment on the above described legislation, a bill
amending the Davis-Bacon Act and the Copeland Act to provide new job
opportunities, effect significant cost savings on Federal
construction contracts, promote small business participation in
Federal contracting, reduce unnecessary paperwork and reporting
requirements, clarify the definition of prevailing wage, and for
other purposes. Because the legislation may have some impact on the
Agency's acquisition process, this legislation requires close
attention by OCA. OCA has been requested to provide PMS with
hearings transcripts and other relevant materials regarding the
legislation.
