Expanded the IPC Staff, creating a more effective and efficient organization to fulfill our mission and functions as outlined in DCID 3/3. ? Initiated expansion of communications between the IPC, intelligence producers and the Intelligence Community as a whole, creating a more dynamic dialogue to strengthen the producers voice in major Community program decisions. Conducted a comparative study of NITs gaps to determine trends, persistent deficiencies, and causes of perceived Community dissatisfaction with the level of available information relative to the National Intelligence Topics. e Restructured the NITs cycle, including the NITs Gaps Report, to- ensure that the documents provide more timely input into the DCI budget process and annual Community research/production planning. ? Published the Compendium of Future Intelligence Requirements (COFIR), which provides a long-range statement of Community requirements for future collection, development, and planning. As directed by the DDCI, we are developing update procedures to ensure the currency and relevance of the COFIR as a-long range planning and development tool. ? Initiated an architecture study for automating the NITs, COFIR, NITs Gap Report, NITs production reports, and other IPC-directed activities. The linking of these data bases and activities, together with the FIRCAP, will provide the capability to support more effectively the Community production managers and policy makers. ? Initiated a survey of the Reagan administration policy makers to determine the utility of the content and format of Community intelligence production. ? Expanded Community awareness of the PEI program thereby precipitating a 350 percent increase in PEI submissions for FY 88/89 and allowing the IPC to select the PEIs that contribute more effectively to the Intelligence Community production process. ? Revamped PEI procedures to ensure more timely and pertinent feedback to sponsors and to strengthen IPC staff management of program funding and monitoring.
