4 Declassified in Part - Sanitized Copy Approved for Release 2013/06/19: CIA-RDP92R01136R000200280012-9 SErtitt+Jr--__ 25X1 MEMORANDUM FOR: FROM: SUB 12 January 1988 Chief, Development Division, OIT Chief, Intelligence Producers Council Staff utomation of Intelligence Community Requirements and Gaps In providing services of common concern to the intelligence production community, the IPC Staff believe that the intelligence community would be better served if existing requirements and their related gaps could be managed through an automated data base. Such a system would permit wider access to data and provide greater opportunities to redress the shortfalls in intelligence collection as identified through the "intelligence gaps" process. 2. Pursuant to our conversation, we are requesting that your division develop an architecture that might automate the data of the Compendium of Future Intelligence Requirements (COFIR), the National Intelligence Topics of Current Interest (NITs), and the associated NIT Gaps (developed through annual surveys of production analysts) in such a way as to provide cross linkage with each other, with other systems of requirements, and with other iterations of intelligence gaps as they develop. 3. We understand that such a study might take about two months to accomplish and would probably involve detailing one of your programers to the IPC Staff for part of that time.
