Implications of Reform
SNIE 57-88: Cambodia: Improving Prospects for a Settlement
1. Attached are precoordination drafts of SNIE 14.3-88: Vietnam in
Transition: Prospects for and Implications of Reform, prepared by
of the Directorate of Estimates, DIA, and SEE 57-88: Cambodia:
Improving Prospects for a Settlement, prepared by of the Office
of Global Issues, CIA. They were prepared under the auspices of the National
Intelligence Officer for East Asia.
2. It is clear that events are moving forward rapidly in Cambodia, and
internal developments in Vietnam are a major factor in the improving prospects
for a Cambodian settlement. Given the high policy interest in both Estimates,
they will be moved forward together as fast track SNIEs. Community
Representatives will meet on 21 and 22 July to coordinate both papers.
Comments by the Senior Review Panel will be considered at the coordination.
3. We plan to complete the SWIEs in time for presentation to NFIB on
28 July 1988.
