Steve Danzansky chaired the initial meeting today on NSSD-2. The questions are (a) what are the Soviets up to and why, (b) what new initiatives (such as the GATT demarche and joint enterprise offers) might we expect, and what should be the U.S. response? 2. The exercise is geared to providing a Community view prior to any summit. There was no sense that the U.S. should respond favorably on any of the items discussed such as GATT or the IMF. NSC apparently wants to reduce the risk of surprises from Moscow and make sure there are no loose ends in the policy community. 3.
