SUBJECT Study Group on PPA/PRA Procedures
1. Attached is a paper prepared by Budget & Fiscal
Branch, OL, stimulating thought on possible changes in current*
PPA/PRA procedures. The Director of Logistics has directed the
establishment of a committee to study existing PPA/PRA proce-
dures and, if appropriate, make recommendations for changes.
2. There is.no preconceived conclusion that changes are
necessary or desirable. However, discussions and correspondence
pertaining to changes in the current system have taken place
outside the Office of Logistics, and it is incumbent upon this
Office to be ahead of the power curve in presenting innovative
changes leading to improvements in effectiveness and efficiency
in the Logistics system. On the one hand, Agency management has
indicated that its policy is to place budget planning and
execution responsibility on the operating components and to hold
them accountable. On the other hand, the Office of Logistics
has a responsibility for overall management of the Agency Logistics
system. Our basic mission is to examine the current PPA/PRA
procedures and the related financial and property accounting and
reporting systems in the context of other ongoing efforts to
streamline and to improve materiel services and management.
3. The first committee meeting is set for 0900 hours on
5 September in the D/L Conference Room. We recognize that the
objective of this committee is but one of several studies and
actions underway. The purpose of this initial meeting is to

SUBJECT: Study Group on PPA/PRA Procedures
assess what actions are necessary to accomplish the study and
how this study interfaces in terms of substance and priority
with other innovative studies and actions being undertaken by
the Office of Logistics. Based upon the results of the initial
meeting, we will hope to define future tasks and timing of
committee participants.
