SUBJEC.C: Unfunded Property Requisitioning Authority (PRA) for Reissue
of Property Lost or Destroyed
1. A meeting was held on 10 June 1977 at the request of Office
of the Comptroller to discuss the use of unfunded Pro)ert Re uisitionirrt
Authorit (PRA). Those in attendance were Messrs.
2. explained the O/Compt's reluctance to issue
unfunded PRA in todays political climate. While the Agency has used
the unfunded PRA procedure in the past this procedure could be mis-
interpreted as a subterfuge to fund a program in excess of the
authorized level.
3. then stated that he had discussed with 0/Fin
representatives a ernative solutions vis-a-vis use of unfunded PRA.
0/Fin representatives suggested the use of the Inventory Control
System (ICS) transaction code 6J. The code 6J was discussed and
found to be unacceptable to the Office of Logistics.
4. The suggestion was then made by Messrs.
that through manipulation of the Office of Finance enera... Ledger L)
accounts 4241 "Indirect Costs - Property" and 4242 "Cost of Property
Written Off" the need. for unfunded PRA would be eliminated. The
procedure would be in two parts: (1) when a transaction is processed
through ICS which requires use of PRA current recording procedures
will be followed; (2) upon completion of issue, final ICS processing
and costing in the General. Accounting System (CAS) 0L/EO/BFFB would
then make the cost transfer between the GL accounts 4241 and 4242.

5. This alternative.to using unfunded PRA was agreed upon as
a solution satisfactory to all concerned.
