SUBJECT: Inspection Survey of the Office of Training
REFERENCE: Inspector General's Memorandum No. 79-0493,
dated 9 May 1979; Same Subject (C)
1. On Page 46 of the Inspector General's Survey of the
Office of Training, which was forwarded by referenced memor-
andum, the following appears:
"In several interviews in MPDB and elsewhere
in OTR, we encountered strong sentiment against
the projected expenditure of some $150,000 by
the Office of Medical Services to. produce, in
16 millimeter motion picture format, a training
film

expertise in both motion picture and TV produc-
tion, believe the Agency could save most of this
amount if MPDB video production facilities were
used. Despite-earlier remonstrances and a
decision by the former ADDA to. proceed to. produce
this film in movie format, we believe this deci-
sion should be reexamined in view of (1) monetary
savings to be effected by using video tape format
and (2) general worldwide availability of video
tape playing equipment.

2.. It should be noted that.at the time the ADDA
rendered his decision that the subject motion picture be
produced, as opposed to covering the subject on a video
tape, he was acting on information supplied by officials
of the Directorate of Operations that there was not
"general worldwide availability of video tape play g
equipment." It-is our understanding that such remains
the case since in many areas of the world locally avail-
able video equipment is not compatible with tapes pro-
duced on equipment manufactured for the American market,
and since Headquarters has not shipped American market
equipment to overseas installations on a general world-
wide basis. (U)
3. If our understanding of the situation is indeed
correct,. it is recommended that the Quoted portion of the
survey be. deleted..(U)
