This Regulation establishes within OTR:

rendered by these speakers.

(3) (a) Anrnxally prepaY~e, in December, undated letters of appreciation
to guest. contributors, addressed to the appropriate heads of
ma~ar components, or to the appropriate officials of other
governmental agencies, and forward them through the OTR Speaker
7andex to the Director of Training for signatureo (See Letter
of Appreciation-~ E~cam~e, Attachment B.) Stereotypes should
be avoided. The Speaker.Tndex ti~ri11 hold all letters until
1 January, and 'should several letters pertaining to one guest
contributor be recei,reed, the Index will consolidate them into
a single letter far signature by the Director of Trainingo
On 15 January, the Index will for4~axd all letters to the DTRo
(b) The above provision does not prdclude the special preparation
.and sut:Qaission to the Director of Training, through the Speaker
Index, of commendatory letters at any time during the year
when timeliness or other circumstances warrant. Osually,
letters concerning participants from other government agenci?s
will be prepareca ia~tediately following the time of their contri-~
buttons to the OTR programs, and will be worgcled in general terffis
so that they can be unclassif3ed~
