GUIDANCE FOR THE CONDUCT OF RELATIONS
WITH THE PEOPLE'S REPUBLIC OF CHINA
On June 5, the President announced measures the U.S. would
take in response to the violent suppression of peaceful
demonstrations in China:
suspension of all government-to-government sales and
commercial exports of weapons;
suspension of visits between U.S. and Chinese military
leaders;
sympathetic review of requests by Chinese students (and
other Chinese citizens) in the United States to extend
their stay; and
the offer of humanitarian and medical assistance
through the Red Cross to those injured during the
assault.
The President stated that we would review other aspects of our
bilateral relationship as events in China continue to unfold.
At the same time, the President made clear the importance of
preserving the relationship with China, which is in our long
range strategic ?interest.
It is important that all actions involving China taken by
U.S. Government agencies be consistent with policy. The Policy
Coordination Committee (East Asia) is the appropriate mechanism
for consideration of these issues as they arise. Time sensitive
issues that cannot await PCC review should be referred to the
Executive Secretary of the Department of State.

SUBJECT: Guidance for the Conduct of Relations
with the People's Republic of China
Attached for your information is a statement of guidance for the
conduct of relations with the People's Republic of China. Given
the broad scope of United States relations with China, this
memorandum is being sent to a large number of Departments and
Agencies. Please ensure that the relevant components of your
organization receive a copy. No activities concerning programs
involving China under the control or guidance or your
organization should be undertaken without prior notification of
the Executive Secretary of the Department of State.
