1. The scheduled meeting of the ILSP Working Group (ILSP) was held

SUBJECT: ILSP Working Group Meeting Minutes - 26 May 1988
The meeting followed the scheduled agenda. (Attachment 1)
2. Old Business
A. The minutes of the previous meeting were approved without
comment. An informal survey determined that all ILSP WG
members and alternates present and all other meeting
alternates who were at the last ILSP WG received copies
of the minutes.
3. OL Topics
A.

briefed the changes in the latest ILSP schedule
(Attachment 2). All changes since the last ILSP WG
meeting are circled on the attachment. Based on the recent
decision by the DDO, the DO Task Force space has been
deleted from the South Tower schedule and that space has
been divided between SE and AF.
briefed the status of both the NHB Fit-up Work and
the status of the NHB Survey Work. (Attachment 3) There
were no questions or comments on the status as presented.
reported on the status of Carpeting, Partitions,
an Furniture in the NHB and presented a new schedule.
(Attachment 4) The schedule is listed by a priority
of installation sequence and provides detailed status for
each component in the North Tower. Many areas have
progressed to the point where they are only waiting for
"punch list" work completion. Another four truckloads of
Corry Hiebert furniture were received this week.
D. OL Issues/Concerns
1). Components can preposition furniture and equipment into
their completed space in the NHB under the following
conditions:

a). Any storage must be coordinated in advance with ILSP
to insure that no further work is scheduled in the
area.
b). Material stored cannot be classified.
c). Anything stored will be at the risk of the
component.
4. OIT Topics
A. PBX, Wang, and Special Wiring has been completed thru
the November occupancy schedule. Any remaining work
for OTS and OSWR will be completed in time for their
scheduled moves in July and August 1988
B. The :enter move is scheduled for the Memorial Day
weekend. The system will be down from 1400 Friday, May 27
until 0700 Tuesday, May 31.
C. There were no new OIT issues/concerns.
5. OS Topics
A. The alarm work for OTS and OSWR will be ready on time for
their scheduled moves. Most of the alarms have been tested
already and are fully functional.
B. SE has reduced the number of safes required in the
NHB by almost two thirds. AF has reduced the number
-of safes from about 120 to about 25. An agreement on
the policy for safes in the NHB is close to realization.
C. A memo has been sent to the Chief, Safety Division, OMS
from the Tempest Division, OS concerning the NHB Shield
Monitoring Systems. (Attachment 5) OMS has been asked to
review the the new system and determine if it poses a
health problem.

There were no new OS Issues/Concerns.
6. said that OMS will be asked to provide a general briefing
in the near future on its plans, concerns, etc. for the NHB.
7. General Issues
A.
asked about the status of filling the gap space
between certain interior and perimeter walls. OL will try
to complete these repairs before components move in,
however, the problem is not a showstopper.
B. There were no other general issues/concerns

o Construction drawings and specifications for the five
OSWR equipment rooms requiring HVAC and electrical
modifications on the third, fourth, and fifth floors
North Tower has been awarded and the contractor has
started his work on 23 May 1988. Estimated time of
completion for construction is 15 July 1988.
o Construction documents for CGC are in process with
SH&G. Ninety five percent review of the construction
documents will be held in the office of SH&G on the 25
and 26 May 1988. Estimated time for SH&G to complete
the construction documents is 2 June 1988.
o Eighty percent of the OIT office areas have been
completed in design and inputted into the CAW. The
100 percent design areas have been turned over to OTT
for their survey work. Completion of CTT design work
is expected on 8 June 1988.
o LLSP is working with Design Branch to prepare an A&E
bid package to SH&G for OIG office space construction
documents. SH&G is estimated to start on 6 June 1988
and be completed by 1 July 1988.
o OTE classroom 2A014 is in a construction phase. The
OTE Learning Center, Room 4A012, Computer Training room
4C088 & 90, and Projection room 4F030,32, & 34 are
being prepared for construction documents and will be
passed to contracts for the construction phase.
o Thirty-five percent design review drawings for the
Office of Personnel, Special Activity Services were
submitted to Design Branch with comments from the
component. CP will be located on the fourth floor
adjacent to the Atrium.
-o The balance of OP is in design. Estimated schedule for
100-percent design drawings is 22 June 1988. CP will
be located on the ground core area, first, third,
fourth and fifth floor, South Tower, NHB.
o Thirty-five percent design drawings for PPS/DO have
been submitted and negotiations for changes have been
completed. No comments were issued by the component
for changes and the A&E was directed to produce 100
percent design drawings.

o ILSP is proceeding with SE/DO design. LISP has
directed the A&E to produce 95 percent drawings by the
13 June 1988 and will give SE/DO 24 hours to review the
design. One hundred percent design drawings will be
due on 20 June 88. SE/DO is in a two month slip of
their original move of February 89. A =pact
construction schedule will be required to make up time
lost during the design review at the cost of the SE/DO.
o Construction drawings are being produced by Design
Branch for OSO/SPD. In order to meet OTS move of 1
July 88 a Vault Type wall is being constructed to
separate each component. Estimated completion of the
wall is 17 June 88.
o In producing 35% drawings for AF/DO, a block diagram
indicated problems in meeting all requirements. AF/DO
was originally design for the NHB, but with the
requirement for additional people causes an impact on
design and construction. ILSP is working with Design
Branch to minimize construction to fit AF/DO in their
space.
o OTS lab renovation on the first and second are on
going. Estimated time of completion is 17 June 1988.
NEW HEADQUARTERS BUILDING SURVEY WORK
o Requirements gathering for the Historical Intelligence
Collection is under way. HIC will be located in the
Atrium, first floor, northeast.
o Requirements gathering for the OMS Gym are under way.
They will be located in the South 'Dower, ground floor.
