This memorandum establishes the following procedure for dealing with
classified foreign-supplied information appearing within a CIA document:
Declassification
Classified foreign government information, however obtained, used in
CIA reports may not be declassified unless specific instructions granting
this authority have been received from the government concerned.
Downgrading
1. When it is possible to ascertain the classification originally
placed on the information by the foreign source, that level of
classification will be retained.
2. When it is not possible to determine the original classification
placed on the Information by the foreign source, all such infor-
mation may, if appropriate, be downgraded to CONFIDENTIAL.
Data Input
On the form 4023A enter as the Next Review Date a number reflecting
the difference. between the age of the document and 40 years (i.e., the
30 years allowed by E.O. 12065 plus the first review extension of 10 years).
For Retention Justification enter "21." Example : If the document is 25
years old, :enter 15 as the Next Review Date; if the document is 32 years
old, entev08 as the Next Review Date.
On-the document itself enter the year of next review on the "Next
Revi eve:-Date" line of the stamp.

information contained in CIA documents. For the procedure for handling
foreign government documents, see CRP 78-X.)
