CLASSIFIED FOREIGN MATERIAL CONTAINED IN NON-CIA RECORDS
Classified foreign material contained in non-CIA records will be
handled in the following fashion:
1. If the original classification given the information is
known, then that classification will be retained.
2. If the original classification given the information is
not known, then the record may be downgraded to Confidential but not
declassified.
