TI-e Vltava Mill, South Bohemian Paper Lills, (National Corporation, in Lovcovice near Vyssi Brod (JihoseskE papirny, Vltavsky Nlyn) is located on the river Vltava in Loveovice. The exact location is shown in the enclosed plan .ee Enclosure (A). The plant is enclosed by a wooden fence two meters high. 25X1 2. The plant now I I produces wrapping paper, parchment paper, paper napkins toilet tissue, cellulose, etc.. It is planned to extend the production of cellulose and, in the event of war, the plant will produce cellulose exclusively. The factory produces mainly for export, primarily for the Soviet Union, Switzer:Lnn.nd, i]o_land. Australia and Germany. Only a. -small part of the production is destined. for the. home market. The plant has three Diesel locomotives for narrow-gauge railway; from trucks (with Diesel motors) five tons each; three passenger cars (two Skoda-Tudors and one Tatraplan). It is euuioped with five large paper-nuking machines. Machine No V makes parchment paper. The output is _10 thousand '>3.1a-rams in eight hours. Lach machine is served by -our men (one foreman, twa helpers, one supervisor). hachine No II makes "crepe" paper with. an output of 30 thousand kilograms in ei!ht hours. klachine No I produces colored paper -,,rith an eight- hour output of Y t.housand kilograms. The parchment, paper is destined mostly for e.:jort. The, o reduction of dyed paper is approximately 1500 quintals of paper in three shi ts. The main .,-rt of the produced paper is exported to the Soviet Union and to Hamburg (the rrooas are transported by river-boats). The production of the "Icrelepaper is annrximately 900 quintals in three shifts. T,-e produced roods go to t ~e : oviet Union, Hungary and Bulgaria. The production of wrapping raper reaches approximately 2.!!(.',0 quintals in three shifts. The directorate cf the plant is to ct d ' a e in the plant .tself. The manager o the plant is Mr (fnu) Kaucky; the labor-manager is i~;r Josef yerat, formerly a butcher, a devoted Communist. The total number of employees is 1200 workers, working-in three shifts. Cf these about 200 are skilled workers, 300 are administrative and technical employees and the rest are helpers. The highest wage of an unskilled worker is 6000 crowns per month; the lowest wage of an unskilled worker is 2100 crowns per month. 5. About 50p of the workers are organized in the Communist earty. The workers are Genera. dissatisfied with the present regime. The Communist Party calls a plenary meeting once a month; the local branches of the Party call t]eir? meetings three times a week. The vc;uncer workers are disinterested and do not attend the Party meetings. The same attitude is shown by the local population w:c i_slike the Communist regime, listen in to the foreign broadcasts and expect the fall of the Communist rule any time. 6. The plant has its own factory guard who wear black uniforms. The members are armed with pistols and number about 30 men. There is also a factory militia in the plant; the members wear blue uniforms with red arm bands. The militia has approximately 40 members. Its commander is Karel Dusak. The factory guard patrols the plant at night in the following composition: two men of the factory guard and one man of the State Security Corps TSNB). The members of the militia are armed with rifles; the members when not on duty leave these rifles in the plant. The plant has also its om fire company with a fire engine and an ambulance. 7. Timber is supplied from the near-by forests. A special po.'der for the production of cellulose is .mported from Italy. Coal is supplied by rail from Ostrava and Duchcov. dater is ta'.en from the Vltava river; drinking water is purified by special e_iuipment. The plant is driven by electricity which is supplied by a power-plant in Austria. The plant has its o.m boiler hall which supplies the whole establishment with steam and not water. From the Vltava river a concrete canal five meters deep and 10 meters wide supplies water for a :water turbine.
