Entry in the "Originating Component" data field for the DARE system is no longer required for documents originated by CIA and its predecessors, SSU and CIG. The numerical code 777 will continue to be used for OSS documents, however. Documents originated by a. private, non-governmental individual or organization such as a contractor, consultant, bidder, letter writer, etc. will be considered as having been originated by the agency to whom they are addressed. When either originator or addressee cannot he identified, the document will be ?Qnsidered to be of CIA origin. 2. For documents originating with a foreign government the three-digit code =will be used. For reasons of security no further identification of the foreign government concerned will be entered into either the "Review Co- ordination" field or the "Document Title" field. 3. Documents originating with other U. S. Government agencies will be identified by a numerical code in the 700 series. When a significant number of documents are encountered which originate with a government agency that does not already have a number in this series, a number will be requested by the DARE system manager. The three-digit code 713 (other government agencies) is retained, however, for use in those instances where few, if any, additional documents are expected. 4.
