Eisenhower Library Services National Archives and Administration Records Service Abilene, Kansas 67410 Date Reply to Attn of Subject March 15, 1985 NLE (Wickman) CIA Declassification reviews at NLE NND (Thompson) During FY84 the following CIA representatives conducted de- classification reviews at NLE: --June 4-8 & 11-13 --July 16-20 & 23-27 -September 10-14 & 17-20 Library staff members spent an estimated 74 hours working with these teams. The CIA representatives reviewed the following collections: 1. NSC Staff Records: A. OCB Central Fi1es--62 boxes out of 124 B. OCB Secretariat--11 boxes (complete) C. Executive Secretariat--2 boxes (pos- sibly a few more folders to examine) D. Planning Coordination Group--1 box out of 2 E. PSB Central Files--3 boxes out of est. 25 2. Records of the President's Committee on International In- fdrmation Activities (Jackson Committee): 4 boxes 3. Records of the President's Committee on Information Activities Abroad (Sprague Committee): 6 boxes (less than one box remains to be reviewed) 4. Papers of Alfred Gruenther: 1 box These reviews have resulted in: 1. Declassifying a small number of CIA-originated documents. 2. Identifying specific OCB, PSB and White House documents containing information of current interest to CIA. 3. Identifying many OCB and White House documents which no longer require review by the CIA or which require no further CIA review upon deletion of names of CIA personnel. Providing information regarding the sensitivity or lack of sensitivity of specific names and topics. This has as- sisted in the preparation of finding aids, reviewing, and other aspects of collections processing. 5. Expediting submission of many documents for mandatory re- view and possibly laying the groundwork for on-site re- viewing by representatives of other agencies such as NSC and State. ??? Material remaining to be reviewed includes 62 boxes in the OCB Central Files, 23 in the PSB Central Files, 1 box in the Planning Coordination Group records, and 11 folders in the Sprague Committee Records. In addition, we are awaiting action on the list of CIA names which took with him in June. On-site reviewing is limited somewhat by the inability of reviewing personnel to consult with various Agency specialists. Also, the reviews are not set up to perform substantial sanitization; however, indicating that names are the only reason for holding specific documents is very helpful. If the CIA's work is followed by reviews by other agencies, such as the NSC, the Agency's investment of resources in working with our materials will yield even larger dividends. Despite certain limitations, the CIA reviews have proven to be very useful. We strongly recommend that the remaining OCB materials be reviewed by CIA personnel. We estimate that two CIA staff working four weeks will finish most of the remaining records, although six weeks might be necessary to review all remaining documents of CIA interest. JOHN E.
