Three of the seven presidential libraries have problems controlling valuable items in their collections, maintaining security and ,monitoring revenues from: admission fees and ffift-sh9P Wes, according to an,au- , dit by the General Services Admin- istration's inspector general. The audit covered the Eisenhow- er Library, the Hoover Library and the Truman Library. The auditors said officials at the National Ar- chives and Records Service, which runs the libraries, were not follow- ing specified procedures for secu- rity and accounting, primarily be- cause of staff cuts. In a written response, Archivist Robert M.
