SUBJECT Security of Classified Materials Selected
for Inclusion in the Johnson Library
REFERENCE USIB-D-9. 1/13, 29 October 1968
1. The attached memorandum on this subject from the Chairman
of the Security Committee responds to a request by the CIA Member of
USIB (see reference) that the Security Committee conduct a study regarding
security criteria and handling of information selected for inclusion in the
Johnson Library.
2. Based on a review of existing law, policy and security regulations
applying to classified material included in a Presidential Library, the
Security Committee places no limitations on the substance of material
presented to the Johnson Library by any USIB Agency. The Committee
suggests, however, that each USIB member agency assure itself that all
sensitive materials to be included in the Johnson Library are marked
appropriately with necessary caveats, and, if deemed necessary, consult
with officials of the National Archives and Record Service to ensure
continued safeguards for these materials.
3. It is not planned to schedule the attached memorandum on the
agenda of a USIB meeting for discussion unless requested to do so by a
Board member prior to close of business 18 December. In the absence of
such a request it will be recorded as having been "noted" by the USIB as
of that date.

MEMORANDUM FOR: United States Intelligence Board
SUBJECT : Security of Classified Materials Selected
for Inclusion in the Johnson Library
1. At the request of the CIA Member of the United States
Intelligence Board, the Security Committee has reviewed the
procedures respecting security criteria and handling of infor-?
mation selected for inclusion in the Johnson Library.
2. An exploration of the existing policy with regard to
any classified material included in a Presidential Library reflects
an assurance from the National Archivist that such material will
not become available to the public for many years. The National
Archives has selected a figure of from 75 to 100 years. In
addition, investigation of the physical storage facilities indicates
that sensitive materials are stored in a vault, according to
community regulations. The Archivist has further assured the
Committee that it is Archives policy to maintain extremely strict
control over sensitive documents.
.3. The Security Committee affirms that in the absence
of security regulations promulgated specifically for Presidential
libraries, all classified documents forwarded by USIB agencies
to the Johnson Library continue to be subject to _the safeguards
required by EO 10501, and with respect to compartmented infor-
mation, in the manner prescribed by law and by USIB Directives.
Additionally, AEC information must be handled according to the
caveats pertaining to Restricted Data.
4. Executive Order 10501 spells out the fact that
custodians of classified defense material shall be responsible
for providing the best possible protection and accountability for

classified material at all times and particularly for sensitive
security classified materials. In addition, this Executive Order
states that knowledge or possession of classified defense
information shall be permitted only to persons whose official
duties require such access in the interest of promoting national
defense and only if they have been determined to be trustworthy.
The Order goes on to state that : "Proper control of dissemi-
nation of classified defense information shall be maintained at all
times, including good accountability records of classified defense
information documents, and severe limitation on the number of
such documents originated as well as the number of copies thereof
reproduced. " The remainder of Executive Order 10501 contains
extensive instruction for the handling of material up to the TOP
SECRET level.
5. With respect to information contained in compart-
mented channels, DCID No. 6/3 serves as the source of guidance
for its protection. The TALENT Control Manual offers security
guidance for the protection of TALENT/KEYHOLE material. Each
document bears appropriate security classification markings and
handling caveats. The National Archivist has been briefed on the
significance of these sensitivity indicators and has access to
security specialists for consultation and resolutions of any unique
security problems that may arise.
6. The Security Committee places no limitation on the
substance of the material presented to the Johnson Library by any
USIB agency. The Committee suggests, however, that each USIB
member agency assure itself that all sensitive materials to be
included in the Johnson Library are marked appropriately with
necessary caveats, and, if deemed necessary, consult with
officials of the National Archives and Record Service to ensure
continued safeguards for these materials.
