'National Security Council Directive of Hoy 17, 1972 1. As many of you are aware, the DCI has given the DDA the responsibility for establishing an Agency-wide ogram for the review of 30-year old classified material - .f. _ according to the criteria established in I ecutive Order 11652 and the National Security Council Directive of M-y 17, 197". The DDA, in turn, has designated the Irformation Systems Analysis Staff (ISAS) to be his instrument for initiating and coordinating this review program both within and outsi of the Agency. Since being given this assignment, TSAS has tak: the following steps to lay the groundwork for the program: a. Hired a declassification expert, Dr. STATINTL to provide guidance and expertise in a ormation of the Agency's Program. Q to serve as the focal point Iand administrator of the review program. . c. Programmed for the hiring of IS part-time personnel to be trained as reviewing officers. d. Established liaison contacts with the National Archives and Records Service (MARS). C. Determined through previous correspondence with the other Directorates that the best and most favored approach is a decentralized program with ISAS serving as a focal point for guidance and problem solving. (Nate. The decentralized approach recognizes the varied problems the different compo- nents will face during their review program while centralized guidance will insure that the Agency is consistent in its use of review criteria Agency procedures. The point of consistency is imperative in the event the Agency is taken to court to justify any material not declassified.) The next logical stop in establishing an Agency-wide STATIN 11 of the addressees to send a representative or renresesnta- program is to meet with the various components to address individual and common problems and get to know opposite numbers. With this in mind, ISAS extends an Invitation to tives to an organizational meeting to be held at 1000 hours on 18 January 1977 in Room 3-E-62 Headquarters. ISAS will discuss its present plans and objectives and would like each representative to comment on his or her situation with regards to the review program.
