SUBJECT: Computer Listings at NARF
1. NARS, in its effort to maintain control of the large volaunCC of docu -.
ments for which it is responsible, has turned t-o the computer to record i i
actions taken on certain documents. Two computer-printed. listings which contain
records of interest to CIA are the following:
a. The annual listing of all classified documents over O years old
which require continued protection on behalf of CIA;
b. The listing by Project of documents identified during MARS'
systematic classification review as requiring continued protect ion.
2. The computer system used by NARS is an unclassified system and the
document listings produced to date have been unclassified. A sample page of
one such, listing is attached. A large majority of thou documents attributed to
CIA are intelligence reports which are automatically protected under the
Director's letter of 16 October 1978. Items in the listings which should be
considered in judging whether such listings are classified or at least require
some protection, are the following:
a. The document identification or serial iacunber;
b. Date of the document;
c. The original and current classification status;
d. Any special restrictive markings which appear on the documment ;
e. The reason for withholding the document from relr_..;se;
f. The name of the foreign government whose information is involved,
if any;

3. Security problems appear 'to arise from these listings, based on the
fact, that the listing:
J.. Identifies an Agency relationship with r foreign government;
b. Confirms the existence of overseas Agency installations;
c. Ident.ifies State I epartment files which contain doctunents and
information of interest to CIA;
d. Gives the names of Agency personnel who are engaged in the
correspondence;
C. Indicates the nature of Agency reporting which tolls something
about the type and extent. of Agency activity conducted abroad.;
f. Provides a cumulative effect, particularly from the sheer volume
of material, which will become worse as we move into records for the
more recent years. (NEARS' Systematic Classification Review Program
is only up to the early fifties as of today.)
4. 1Ie believe that this system presents a potential security problem and
suggest that you may want to look into the matter and consult with NABS to deter-
mine if some method can be devised to protect. the information stored in and produced
from this system. Should you decide to do so, it would probably be useful for you
first to talk with us, since we have had a brief discussion or two of the matter
with the people at NARS and can provide some additional background.
