Tae CTA backlog is large and rapidly growing,~and is presenting us~with
a nu~ber of problems. One large black af.records, l~00 cubic feet of ACSI.
I1~ fi3.es,? contains 25,0041- pages of CTA material. With the exception of
coi~rdinatian of 'the CTA documents, all ether work (up to the point of with-~
+dxawal~ an that rznit is completed. We will no.?t withdraw: ? those 25,.000+? pages
and _then coordinate them. with the agency because we anticipate that well in
excess of 9>~. of that maternal can anti. will be released by the CTA. With-
craw:~x~g, coordir:atixa.g, and then refiling 95~ of that which was withdrawn is
excessively t:i..mv consuming and costly. ~ ?
Tn the past ~.~~~ ~ records we have withdrawn 5~1"/.b documents comprising 1~2~716
'gages. The date coverage an these runs from 194 to 1951, with SO~.of t'ne
material. fall:zng in.19~.~ and 19.7. We took these projects through to cample-
ton b?cause there were no averwhelmi.rag large blocks of CTA material. Hotirever,
e,.s_i~i the case cited above, wa ?stimate that 'mare. than 95~ of the material
t~.thdrawn can arad ~,ri:1.l be rc3,:eased by the CTA. The problem in this instance
is- tht~.~t we must continue to treat this material a.s classif~~ed and must deny
researchers .access -ta it.
the mast efficacious short term solution is to extend declassification
e.u~tharxty for NA#tS another two to four years. Our reviewers could eliminate
p~:rhaps three fo~irths of -the current7,y tabbed and withdrawn material. CIA
reviewers would -then not be burdened with the obvious chaff,-and could con-
aentxate on the difficult material. PdARS will benefit by being able to
r~uickly reduce the civerall, amount of classified material.. C.TA will benefit
Iby having the number of documents which they must review lessened. Both
enczos will.. ,gain the public relations advantage of not being. forced to
' d+~ny researchers access 'to documents which within a matter of months. will
surely be released.
