It was noted that.OSS R&A section material transferred to the Department of State had been unilaterally declassified by State without reference to other contributing agencies. A number of SO reports have source evaluations attached. Some of the evaluations are carbon copies and others are originals. All are signed in true name by the analyst making the evaluation. The question arose as to whether the evaluations constitute an integral part of the report or whether they may be detached as extraneous. 2. Chief, RRB sought an opinion on this matter from A/RMO/DDO who referred the question to ISAS/RAB, The lattjATINTL in turn sought the views of NARS, Colonel Tagge, reportATINTL on 25 April 1978 that Colonel Tagge determined tha We evaluations are part of the report. The rationale is that if documents, such as the SO reports, are listed on the Records Control Schedule as permanent, any attachments to the documents also take on permanent status. 3. The ruling obviously prevents declassification of SO reports to which are attached evaluations containing the true names of CIA personnel. The evaluations as a whole would provide a list of Agency employees. Moreover, some CIA personnel making the evaluations----- may have been under cover at the time or, as in at least one case surfaced thus far, may be currently serving under cover. Paragraph 3 of reference states that evaluations attached to SO reports contain the true names of CIA personnel, which prevents declassification of such reports. 2. However, some reports are surfacing that contain initials and not the full names of the evaluator. In order to avoid unnecessary complexity in handling the evaluations, those documents which contain initials only of the evaluator will be treated in the same manner as those with a complete name. 3. Also, many of the evaluation sheets are not classified although they are attached to classified documents. It is not necessary to stamp a classification on such sheets since they are considered to bear the classification of the document to which they are attached.
