SUBgECT: Intelligence Community in the 1990s Study Group
1. As you know, the study group you asked me to chair to
examine the Intelligence Community's ability to meet the
requirements and challenges it faces in the 1990s and beyond
held its initial meetings earlier this week. We agreed on
terms of reference for the study and a list of people whom we
will interview over the coming weeks. Given Congressional
interest in this issue, we believe it would be useful to meet
with the Chairmen and Ranking Members of the House and Senate
Intelligence Committees to hear, first hand, their concerns
about the Community as it exists today and their ideas about
how it can be strengthened in the future.
2. I am prepared to initiate these discussions, but need
your guidance on whether you feel it is appropriate to meet
with them at this time. At the recent farewell gathering for
Congressmen Beilenson and Hyde, I had an opportunity to discuss
the study in general terms with Chairman McCurdy, who indicated
an interest and willingness to meet with the study group.
3. If you decide that a meeting is in order, I suggest
that we extend invitations to Representatives McCurdy and
Shuster and to Senators Boren and Murkowski. You may want to
extend these invitations personally, or alternatively, I can do
so on your behalf or-simply on behalf of the study group itself.
4. I would appreciate your thoughts on this matter, and
am prepared to meet with you to discuss it further at your
convenience.
