Menoher, Jr., USA Commanding General US Army Intelligence Agency Room 2E466, The Pentagon Nashington, D.C. 20310-0001 Dear General Menoher: NIC# 02843-88 10 August 1988 The purpose of this letter is to pass on to you my appreciation for the outstanding performance of Major Harry Dine] la, of the US Army Intelligence and Threat Analysis Center, who was detailed to this office as a drafter of the recently published Interagency Intelligence Memorandum on the Greco-Turkish balance in the Aegean. It was just about a year ago that I went to ITAC in search of someone qualified to draft this very difficult paper. Our original drafter, an Army Colonel, unexpectedly retired, leaving us with a commitment to the Community and no ability to satisfy it. Colonel O'Brien and Dr. Goldman's agreement to provide Harry was a god send. Hhat we thought would be an effort of relatively short duration, however, proved to oe extraordinarily difficult and lasted some nine months. Nevertheless, ITAC never waivered in their support of the project. Major Dinella's ability, his persistence, and his attention to detail have earned him the respect of nis peers throughout the Community. His superb memorancum, which focused the Intelligence Community's attention on this important and too often neglected question, will be an extremely valuable resource for the policy community. Major Dinella is a great credit to the Army and to the Army Intelligence Agency. I look forward to our continuing associations with him and with the Army Intelligence Agency and IAC.
