1. (S) Reference Secret Noforn letter, National Intelligence
Council, 5 Aug 87, subject: Request for National Intelligence
Estimate Support, NIE 29.1/29.2-8: The Greek-Turkish Military
Balance: Does it Really Exist and Does it Deter War? (S)
enclosed).
2. (S/NF) ITAC welcomes the invitation of BG(P) Larry Budge,
NIO General Purpose Forces, to draft the referenced NIE. USAITAC
fortunately has MAJ Dinella; an officer who, by experience at the
Greek War College and in intelligence production, is an eminently
qualified principal drafter. Additionally, I believe AIA's and
USAITAC's reputation and skills to operate in the national arena
will be significantly enhanced by doing precisely this kind of
analysis and production.
3. (S/NF) We plan to invite BG(P) Larry Budge, a West Point
Graduate and Rhodes Scholar, to ITAC to show him our capabilities.
The NIO has agreed to expedite the analysis (which our already
exi-sting AFPDA data bases on Greece and Turkey will allow), and to
pick up the administration and coordination burdens associated
with the NIE production.
L. (U) Request that coordination between AIA and DFI be effected
to inform the ODSCINT staff of AIA's acceptance of the task. Close
coordination will be maintained between ITAC nd DFII throughout
the drafting of the NIE.
