SUBJECT: Joint Paper on Impact of US Sanctions on Angola
1. Pursuant to your memorandum of 7 May 1987 to Acting Director
Robert M. Gates and our telephone conversation of 14 May, attached is a
draft paper encompassing responses prepared by CIA's Directorate of
Intelligence to the questions posed by the Interagency Group chaired by
Assistant Secretary Crocker and forwarded by you. The attached draft is
forwarded for INR's review, comments, proposed changes, and coordination.
2. Upon receipt of INR's comments, we will undertake to coordinate any
changes with the Directorate of Intelligence and forward the agreed final
product to the Interagency Group.
3. We note that an expanded discussion of the question of UNITA
capabilities to attack Angolan oil facilities is being prepared by the
Directorate of Intelligence in a typescript memorandum in response to a
specific tasking by the National Security Council staff. The analysis
contained in the attached paper is consistent with that typescript.
