SUBJECT: Proposed Table of Organization for the Strategic
Warning Staff
1. I have talked further with Captain Zartman and have
come up with a proposed? Table of organization (attached). As
you know he has already agreed to stay on as my deputy. We
would also like Colonel Plucinsky to remain as a special assist-
ant to help us over the initial hurdles. Next summer we might
want to reconsider the need for these two positions and also for
that of one of the two secretaries. I think it is wise to keep
both at the outset. W,Je have included slots for the Navy and
State representatives in the hope thEt they will participate.
2. I would suggest a ball park figure of 2400 square
feet to acconunodate the new staff. It would he especially
helpful if we cculd acquire our own conference room.
