SUBJECT: Strategic Warning Staff
I would urge you to assign someone to the new Strategic Warn-
ing Staff at the outset. After about six months you could evaluate
the usefulness of the operation and what both sides were getting out
of it. We hope to do useful work here of benefit to all, without
completely duplicating efforts elsewhere. I would like the Staff to
be able to tap and to help all elements of the community. I think
within our narrow Charter we still have enough scope to produce ma-
terial of interest. I really do think that State would profit by
having someone in the operation and I know that we would. I would
be happy to meet with you about what we have in mind at your con-
venience.
