SUBJECT: Revised DCID 1/5
1. In anticipation of favorable USIB action on a revised
DCID 1/5 we have begun some advanced planning. As you know,
the contemplated revision creates the position of Special
Assistant to the Director of Central Intelligence for
Strategic Warning and a Strategic Warning Staff. The lat-
ter is to be composed of senior, professional intelligence
personnel provided by the USIB departments and agencies.
The Defense Intelligence Agency is to provide the facilities.
2. It is expected that the function and operation of the
new staff will differ from that of the present National
Indications Center. Although not reflecting on the per-
formance of your current representation in the National
Indications Center, you might want to consider replacement
at this time in the interest of achieving a fresh start.
The attached brief job descriptions outline the positions we
would like your nominees to fill. VIe anticipate having a
staff of ten analysts, with two each assigned to Strategic
Forces, Conventional Forces and Political Affairs. We are
also attaching job descriptions of the other positions for
your information. Assuming USIB approval in the near future,
we expect the Staff to become operational on 3 March with
the personnel assigned to it serving a one year tour of
duty.
