The above proposed T/O is based on the expectation that the Gayer t
of Cyprus will grant us an increase in our personnel ceiling(currently STAT
non-staff employees) when an increase in the annual honorarium payment is
negotiated. However, the embassy feels that such negotiations will not occur
until after the February 1988 presidential elections here in Cyprus, and could
even be delayed into the summer of 1988 if the local political scene remains
in turmoil. STAT
The bureau gained an additional position over the past y when the
ambassador'approved a new position for Gulf bureau tranferee . This
additional position raised our embassy-approved T/O to" but it also meant STAT
that we went one over the position personnel ceiling approved for us by
the GOC. When the embassy approved the additional position the DCM informally
advised the GOC, receiving in return tacit acknowledgement of the increase STAT
the FBIS personnel. The ambassador and DCM at the time did not feel the
increase of one position would complicate negotiations with the GOC over our
annual pay[]- ment. Their sentiment was that FBIS has operated for many years
under the position ceiling, but in a changing world we should be allowed
a modest increase in our ceiling to accommodate changing needs and require-
ments, including direct services to the GOC. Let's hope the GOC sees it that
way when we sit down tottalk about the annual payment. STAT
The bureau is currently in good shape in the Arabic section. We have a
total of Arabic monitors, including one Arabic/Hebrew monitor. Unless
Arabsat coverage proves to be much more productive than anticipated, we should
be okay in this section for the next year. STAT

Coverage of Tehran television following installation of our associate
`ROSETs may place a strain on our Persian staff of two monitors. I am pro-
Lposing a third position in this section against that possibility.
With the move to our new, larger office with its larger array of roof-
top and compound antennas and the associate ROSETs, I am proposing an
additional assistant technician. Our two local technicians are already
fully committed to a tight schedule of repair and maintenance; our new
physical plant is only going to increase the demands on their time and skills.
As of this report, the bureau is one under its authorized non-staff STAT
T/O of 0 due to the retirement of one Greek monitor. I plan to hold this
position open until we can gauge the full impact of our satellite monitoring.
If/as needed the position would be assigned to either the Persian or Arabic
section.
For the time being the Greek monitor who retired has been STAT
hired back on a one-year contract, but a thorough analysis of our Greek-
language coverage may show that we can maintain adequate coverage with three
monitors. The bureau will coordinate with headquarters on this issue after
the summer personnel moves are complete.
