LOGNOTE -- Acting Chief, Operations Group, 21 June 1984
1, 0 Following from this morning's D/FBIS staff meeting:
- The DCI is still concerned about leaks and is consulting his
legal advisors on legislation to curb them.
- A new gym has opened at Langley.
- GSA has pumped oil from the CIA power plant into the Potomac
again.
- D/OPO has said that i an Office director thinks a specific
promotion is "critical" he will approve it if the Office
director makes a pitch to him.
- Gates' paper on "Excellence" noted that the DDI henceforth would
not feel it necessary to stick to the twice-yearly promotion
schedule for promotions up to GS-11. This may become DDS&T
policy also. Bi-annual evaluations will still be needed.
- ExCom met last Tuesday on the revised '86 budget and discussed,
among other things, INTERNET Option #3. No decision was made.
They will meet again next Monday. INTERNET is among a number
of items being referred to the DCI. Meanwhile, Hineman has
told D/FBIS to plan on Option #3.
- The '85 Agency Program is now in conference at Congress.
Personnel cuts are expected. The Agency is expected to get
65-75 percent of what it has requested.
the DDS&T's personnel consultant, is working on a
revised DDS$T staffing configuration.
- $500 Awards for special achievements will require two forms and
a certificate signed by the DCI.
- D/FBIS will be looking at space at not with a
view to taking any there but just to see what i s like for
any further discussions of space.
