3. FBN SYSTEM--According to PMCD, its contacts in the Office of FSN
Personnel at State have advised that Deputy Assistant Secretary
of Personnel Clint Lauderdale appears reluctant to authorize
a cable to appropriate embassies and regional administrative
management centers announcing implementation of our FBN system
effective 27 November. Lauderdale reportedly wants to wait
until the newly appointed Director of Personnel Alfred L. Atherton
assumes his post, which could take months.
The Office of FSN Personnel has prepared the cable, which includes
a request for an assessment of the financial impact on the
embassies administering the FBN system, and will handcarry it to
Lauderdale in an effort to force the issue, emphasizing the rapidly
approaching 27 November deadline.
We will have a good idea of how successful this effort has been by
the middle of next week. In the interim, the field bureaus have
been advised to proceed on schedule with submitting personnel
actions transferring bureau employees to the FBN system.
Hopefully, this will put added pressure on Lauderdale to reach
a decision as requests for guidance begin coming in from the
embassies.
A worst-case scenario would be having to request higher-level
Agency approaches to State to overcome this inertia. We can
wait on this move pending the outcome of the above efforts to
convince Lauderdale to authorize the cable.
