I The following comments forwarded by keyed to items on the agenda proposed for the May BBC-FBIS Coordination Meeting: (1) Financial Outlook. BBC hopes to get their modernization plan to the Treasury by the end of May. This would put the plan in the Treasury's planning cycle for next year. BBC would like to know what computer demands we'll be making of them; they will be asking us for this information within the next six months. (2) Satellite Monitoring. BBC will discuss specific plans for Crowsley and their schedule for takeover of the large dish. Delays encountered over grading issues, and other negotiations with the unions, mean that BBC robabl will not be able to take over the dish by the time leaves for Vienna. (This should have no impact on us as can handle the dish.) (3) USSR (Regionals). BBC will give a rundown on how they view the Islamabad operation and an update on their vernacular recruiting. They also will give an update on plans to modernize the Stockholm operation. (4) VCVC. BBC has had to make some changes in the plan for full automation of the VCVC. They will want to make some interim arrangements with the RACALs which should lighten the load on the Austrian Bureau technicians. (S) Eastern Europe. BBC will provide an update on Polish coverage; Berlin modernization; TANJUG (if this issue is not resolved by late May). (10) Western Europe. BBC would like a restatement of FBIS interest in West European coverage. (The FCO doesn't see much value in it.) BBC would also like to discuss the issue of future direct TV broadcasts from Europe. (11) Clients. As a result of trying to drum up support for their modernization plan BBC has been seeing more of their consumers than ever before and has a better idea of consumer interests. They will expand on all this. (12) Press Agencies. A discussion of how press agency contracts can be negotiate so as to protect both FBIS and BBC interests.
