JAO/PY BRIEFING -- Bill Campbell, newly appointed Joint p,dminist Officer of the U.S. Embassy/Paraguay due to assume his post sometime in May, visited me to discuss FBIS compensation and classification plans and what impact these may have on Embassy- Bureau relations. I in turn explained in general terms what FBIS was doing in the compensation and classification field, noting in particular that the proposed compensation scale for FBIS nonstaff personnel in Paraguay was virtually identical to the Embassy scale and therefore would have no adverse impact on State locals, especially since there were no third country nationals at the bureau. Campbell expressed great sympathy for our efforts and was understanding of the reasons for our opting out of the State system, emphasized by his reminiscing over the nightmare situation created for the Embassy in Nicosia by State classifiers. I then escorted him down to chat and I emphasized how pleased we were that he had taken the initiative to visit FBIS and requested that he pass the word over at State that such visits were encouraged.
