PANAMA BUREAU ............... 30 June 1986 USAISC VISIT -- and I met this mornin with We rehashed very briefly the long history of the Mux Plan and our efforts to be included -- an obviously sore subject that no one felt comfortable with. Colonel Abney is most unhappy with what he calls a "high tech solution to a low tech problem." He said the Mux still is not operating as it should. We were reminded by both gentlemen at every opportunity that it was costing $50K a month to keep the PAR open and FBIS is about the only circuit still using it. The Colonel noted, however, that they would not pull the plug on us. (There actually are two other circuits in addition to ours, but apparently they could be cut off tomorrow without a problem.) We reiterated that we wanted out of PAR also and were working toward that end. Neither Abney nor Stumvoll seemed very familiar with our efforts to reroute our primary commo link via the Embassy. Apparently a letter to USAISC advising them of our need for facilities for a microwave relay on Ancon Hill never got sent. They also claimed not to have received traffic regarding the rehome of our Mode V circuit. They did not know it was targeted for 7 July. g Col. o Abney, USAISC commander, and Dick Stumvoll at USAISC. Purpose was to introduce and review the status of our commo. Following the briefing, the Colonel took us on a short tour of the PAR and Tech Control.
