Dear Dick:

Please see also internal NSA memo (attached) about a serious
NEWSWEEK compromise.
I'm sure you're already aware of these breaches. They are only
recent examples of a continuing hemorrhage of SIGINT security that
gives me great concern.
People usually say things like "You can't control newspapermen,"
or "It always turns out to be a leak in Congress," with a certain
defeatist air suggesting that nothing can be done about it.
But I don't believe it. I think we should conduct a vigorous
investigation of each of these leaks. Sooner or later we should find
a source, and "hang him to encourage the others" -- to keep their,
mouths shut. The alternative is plain -- sooner or later we're going
to lose this take - - and maybe a lot more. I would appreciate your
thoughts. Ii
Warm regards,
NOEL GAYLER
