A meeting between Pres. Johnson and Kosygin to discuss strategic
arms limitation was o have been announced = by the White House on Wed,
,21 Aug. On the evening of 20 Aug, while Dobrynin was at the White
House to inform Pres. Johnson of the invasion of Czecho, Sec. Rusk was
telling the Denocractic P]a tform Committee in Washington that "we anti-
cipate early and important talks with the SU on the limitation and reduction
Rx of offensive and defensive strategic -missiles." III The article said
that a meeting place,-possibly Geneva, had been agreed on for a meeting,
some time in the next month or two. White House Press Sec George Christian
declined to comment on the reports.
Note : A quest ion be answered by top level officials in the Department
of State is whether or not the USSR took any new steps in
the few weeks efore the invasion to reach an agreement to ki hold
these talks, assuming foregoing is true. If so, it may be considered that
there was an attempt at deception.
