1978.
1. Effective ilm~ediately periodic testing of the T~'DS CRITIC cable
re,~ortin~ capability shou]d he conducted b~? the Priority Exploitation Group
(PEG) Operation Officers. This testing tiaill szi~~e to provide assurance to
respo~zsib]e persorLnel and co:,~ponents that computerised CRITIC reporting
is a~?ailable and ti:orking on the NDS. Such testing i,?ill also serve for PEG
Operation Officers as valuable training and experience ~,~th the procedures
in reference B to a11oH~ for quick response in the event of a real CRITIC
situation.
2. Attached is a copy of the procedures for testing CRITIC reporting
on the NDS. These procedures must be follo~.~ed closely. Add ions
or concerns to Chief, Computer Operation Branch on extension STAT

1. The National Security Agency (NSA), component T]33, teho has prime
responsibility for CRITIC reporting, has agreed to allot, periodic testing
by the National Photographic Interpretation Center (NPIC) of NDS CRITIC reporting.
The follo-,~ing instructions Caere recei~red from NS.A concerning the frequency of the
tests,. the special CRITIC exercise message ntunbers to be used, and the
test of the CRITIC messages. These instructions must be follotaed to the
letter.
2. CRITIC TESTING Testing will be the sole responsibility of the Priority
Exploitation Group (PEG). Per a CRITIC test schedule will appSTAT
on the recurring activities chart within the PEG Operations area at~
a reminder.
3. Frequency Test CRITIC releases will be initiated by the PEG
Operations Officer on the last friday of each month. This release may
take place at any time during that 24 hour period.
4. CRITIC Exercise D9essage Nwnbers A special series of twelve
(12) CRITIC Exercise Message Numbers have been assigned by NSA. Anew
message ntrnber must be used for each CRITIC Exercise Message released,
begining with number 900 for January and ending with number 911 for
December.
The same series of numbers will be used each year. Following is an example
of the CRITIC Topic Header which must be used for these CRITIC Exercise
Messages.

5. CONTENT of the CRITIC Exercise Message - Per NSA instructions the.text
of the CRITIC Exercise Message will always read as follows:
THE CRITIC IS A SHORT FACTUAL STATEMENT GIVING
ALL ESSENTIAL INFORMATION AVAILABLE AT THE TIME,
AND WILL BE TRANSMITTED AHEAD OF ALL OTHER MESSAGES.
END CRITIC EXERCISE MESSAGE.
Instructions for entering the CRITIC text information is described in
CRITIC CABLES, Preparation and Release Procedures, N60407.
6. NOTIFICATION of CRITIC Release - Per standard operating procedures
contained in the document, N60407, entitled "CRITIC CABLES, Preparation and
Release Procedures," the PEG Operations Officer must notify the NDS Data
Center Operations Function, prior to releasing any CRITIC message.
The release of the TEST CRITIC message by the PEG Operations Officer will
result in the following message being displayed on the NDS operations console.
DO YOU REALLY WANT TO SEND THIS CRITIC?
HAVE YOU RECEIVED A CONFIRMATION CALL FROM THE OPS OFFICER?
ANSWER YES OR NO (3 CHARACTER ANSWER)
The above message requires only one answer. To transmit the TEST CRITIC,
the computer operator must type in YES. Any other response will result in the
TEST CRITIC not being sent. If the TEST CRITIC was not sent, the following
message will then be displayed on the NDS operator's console.
RUNSTREAM AVAILABLE FOR LATER RESTART
** CRITIC NOT SENT **
The TIP$*STREAMIN file contains the restart runstream. This runstream can
be started up by the computer operator to restart the cable release operation.
