3. The purpose of the above described was so that the various
Community representatives could explain to Mr. O'Neil the basic
framework of their proposed Senior Services and, in the case of CIA,
our Senior Intelligence Service which has been effective since
1 October of this year.

In the case of
the DIA proposal, however, Mr. O'Neil focused on the fact that
DIA was requesting, in addition to authority for the creation of
the Service, increased flexibility so as to permit the retention
of a greater number of super grade positions. To bolster their
case DIA unfortunately cited the ratios of supergrades to non-
supergrades in CIA & NSA. DIA's figures compare unfavorably to
both of the sister services. Mr. O'Neil also questioned as to
why two separate bills were necessary, one for NSA and one for
DIA, when the specifics of their proposals were, but for slight
language variations, identical. The obvious answer, which was

not offered, is that while NSA's proposal is clean (no tangential requests)
and has been cleared by OMB, DIA's proposal remains tied up at OMB,
presumably due to the request for more supergrade positions.
5. In response to Mr. O'Neil's inquiry directed to the undersigned
regarding the DCI's position vis-a-vis the NSA and put proposals. I
responded that the DCI, while not commenting on,tt4 substantive details of
their planned programs had supported in principle both bills. The CIA
contingent left with Mr. O'Neil our Office of Personnel prepared booklet which
describes the CIA system. The CIA presentation by our Office of Personnel was
succinct, to the point and well received by Mr. O'Neil. '
