A Declassified in Part - Sanitized Copy Approved for Release 2013/08/12 : CIA-RDP95-00535R000300130009-1 STAT 29 May 1980 MEMORANDUM FOR THE RECORD SUBJECT: SIS Performance Awards and Rank Stipends for SES Reimbursable Details Assigned to RMS-CTS or CIA 1. The undersigned contacted Ron Ardley (OPM/SES) to determine covered Agency SES procedures or FPM regulations concerning the awarding of rank stipends and performance awards to details from other government agencies. He advised that there is no specific guidance contained in the FPM 920 series (SES) regarding this subject. 2. He did advise that where a detail does not exceed 120 days the Agency of assignment (parent agency) should be the organization responsible for recommending an award since they would be more familiar with the officer's performance an':7, in all probability would prepare the performance -appraisal report. Supporting recommendations or concurrence in the award recommenda- tion from the Agency of detail assignment would be desirable. 3. He further state'd that in the event of a longer-term detail assignment the gaining agency should initiate the performance award recommendation and submit to the parent agency for approval by the agency head or appointing authority. 4. In the case of rank stipend recommendations for SES details, it was his opinion that the recommendatiOn originate in or be forwarded through the parent agency for PRB consideration before submission to OPM. 4. In the case of performance awards and rank stipend recommendations, it would seem appropriate for the DCl/DDCI to approve and recommend to the parent agency for action considering the required performance review board action, etc. Subject to parent agency approval of performance awards or OPM approval of a rank stipend, RMS/CTS would reimburse funds for the payment of awards.
