The COINS PMO is providing the necessary hardware and software for the Host Access System (HAS) for the testing and evaluation of the project. The CIA is providing the space and relevant personnel and software for the GUARD testing. The project is to be tested in phases. In the event that any of the phases prove unsatisfactory based on the evaluation presented to CIA management, the project will be terminated and the equipment returned, to the COINS PNIO. 2. It is important to state that this agreement supports only the testing of the RECON/GUARD system. The provisions of the MOU will terminate following the completion of this test or at the discretion of either party. In addition, this agreement does not imply any other commitment by either party. There will be no connection of CIA central computer services to any external networks without written approval by the Office of Data Processing, the Office of Security, and the data base owner as appropriate. 3. DIVISION OF RESPONSIBILITY a. Responsibilities of the COINS PNIO (1) Fund procurement and installation of the PDP 11/70 system for use as the HAS, including peripheral equipment and terminal interface device. The HAS will be configured for 16 user terminals, with future expandability to 32. (2) Assemble and monitor PDP 11/70 acceptance test procedures to be run by CIA personnel. (3) Procure and install UNIX/PWB operating system. (4) Install HAS software, customized for connection to CIA GUARD computer, and including handler program for CIA Delta Data Terminals (or Use HAS supplied terminals). The COINS PMO will provide for hardware and software maintenance of the IMP. (6) Connect HAS to C30/IMP and to GUARD System. (7) Supply fully cleared software contractor on call who will be responsible for continuing maintenance of the HAS software. When centralized network down-line diagnostic and maintenance capabilities become available, this contractor may no longer be required. The contractor may be located on-site for the first 45-90 days. (8) Provide and supervise integration acceptance testing to insure that HAS is fully functional and that all system interfaces are operating as intended. (9) Train CIA computer operators to run and manage the (10) Write two programs to format the data retrieved from RECON for use by users, including provisions to insert security classification and handling instructions at the top and bottom of each page. b. Responsibilities of the CIA (1) Provide space and proper environmental conditions for installation of the HAS and C30/IMP. This space must be in a TOP SECRET SI/TK protected area. (2) Run two 64KB lines from the TETRAHEDRON node at the CIA communications center to the CIA C30/IMP location. (3) Receive the PDP 11/70 system from DEC and supervise its installation. (4) Provide proper power, air conditioning, conduit and other installation-related support as necessary. (5) Perform acceptance tests on the PDP 11/70 in accordance with procedures provided by the COINS PMO. (6) Supply full-time operators for the HAS. These operators will be trained in HAS and IMP operations by the COINS PMO. (7) Contract for maintenance of the PDP 11/70 hardware and provide for stocking of hardware-related supplies, e.g., disk packs, magnetic tapes, paper, etc... (9) Select an individual to serve as Information System Security Officer (ISSO) for the HAS. This person will be responsible for security of the HAS, maintenance of CIA user access authorization tables in the HAS, and assurance that HAS terminals are operated in accordance with CIA and COINS security regulations. (10) Execute, in cooperation with the COINS PMO, the prepared acceptance test plan for the HAS once it is ready for operational use. (11) The RECON system will be responsible for sorting the records retrieved for each answer before the records are transferred to the HAS for formatting and output. 4.
