RECON Program Schedule (Attached) B. ORD-651-82, Auto Dissemination Control (ORCON Record Handling) dtd 21 May 1982 I. Overview The RECON Guard Program Implementation Phase was formally initiated with a series of two meetings held, in Washington, 12- 13 July 1982. Both meetings were chaired by myself as RECON Program Manager. The meetings were segmented into a technical meeting (12 July) and an executive review meeting (13 Jul Attendees to both meetings are listed in Attachment C. the Guard System implementation contractor, also participated in the above meetings. The Implementation Phase will be followed by the Feasibility Demonstration Phase, the conclusion of which will mark the completion of the RECON Guard program. The RECON program schedule is charted in Reference A (attached). The schedule chart has also been distributed to RECON committee members for comment. II. Implementation Phase Initiation (12-13 July 1982) Kickoff meetings for the implementation phase were held 12- 13 July 1982. These meetings were conducted in two (2) phases. The technical meeting was held on 12 July; the executive review meeting was conducted the following morning, 13 July. Technical Meeting (12 July) 1. The purpose of the technical meeting was to identify contact persons (RECON committee) for each par- ticipating office and introduce the implementation con- tractor (SYTEK) team. Areas of responsibility (Attachment B) were restated and appropriate contact persons identified. 2. Issues and questions to be resolved during this phase of the RECON program were briefly discussed. The purpose of these discussions was to identify, for all committee members and contractor, the principal points of contact as such issues are addressed during the RECON Implementation Phase. For the duration of the Implementa- tion Phase, the RECON committee and SYTEK will meet during the second or third week of each month. Also the overall program schedule was discussed. The revised schedule (Reference A) is attached. B. Executive Review Meeting (13 July) 1. The purpose of the executive review meeting was to brief participating office directors on proposed activities for implementation phase and introduce the SYTEK program managers through a brief technical presentation of the SYTEK Guard System design. 2. The technical discussions surfaced the need to administratively resolve the ORCON problem. To solve the ORCON problem, RECON record structure must be altered to contain ORCON related information. The Guard System acts only on the contents of the records it receives. Some suggestions were discussed in Reference B. The decision to implement required changes was still pending. The possi- bility of obtaining two additional On-Line Guard devices was discussed. The additional devices would be used to conduct multiple channel (3) tests during the Feasibility Demon- stration Phase, which immediately follows the present Implementation Phase. The decision has been made to pur- chase two additional On-Line Guard devices through an expansion of the present SYTEK implementation contract. The two additional on-Line Guard devices should have a functionality exceeding that of the prototype On-Line Guard. The exact nature of this increased functionality is TBD by the Govern- ment and SYTEK during the initial weeks of the present effort. 3. The use of COINS and possibly other networks as common user networks for the RECON Guard program was discussed. The COINS network, for Agency purposes, is an untrusted environment. The potential exists for COINS to misroute information once such information has been passed by the RECON Guard System. The Guard System can insure that no unauthorized Agency information is released to COINS over the Guard-protected COINS link. However, once records are passed to COINS or any other network environment, the records are subject to that environment and cannot be controlled by the Guard System. The multichannel test discussed in the previous paragraph could provide additional granularity to the On-Line Guard device thus providing some routing control to separate networks. It should be remembered that once a record is received, from the Guard System, by a network the record is controlled by that network. STAT III. Contractor Technical Briefings SYTEK indicated they could conduct detailed technical briefings, on the Guard System concept and design, for members of the Intelligence Community. Attachments: A.
