SUBJECT: Meetings at the Ames Building, 17-18 June 1982
1. The government met with TRW representatives, including
the program manager, to discuss near term tasks in light of the
proposed redirection of SAFE and requests for information by the
Director of Central Intelligence.
2. The following are proposed tasks:
- DBMS study
- Other package study
- project planning support
- SUL support
- requirements closure support
- conversion analysis support
- systems engineering analysis
The actions associated with each of these tasks are discussed.
3. TRW shall generate study plans for the 'DBMS' and
'Other package' studies. The plans are due 2 July 1982. The
objective of these studies during the evaluation phase is to
determine the extent to which available software covers the
requirements contained the System Requirements Specification and to
the extent applicable, the User Language Specification, External
System Interface Spcifications, and Conversion Requirement
Specification. Since a line-by-line approach is not reasonable
it is expected that evaluation criteria subsuming this material
shall be generated. These evaluation criteria must be rational with
respect to the requirments specifications. Evaluation criteria
.must also include non-technical criteria such as the willingness
and ability of vendors to provide extensions to their products to
meet SAFE needs. The studies must determine the augmentations

needed to the studied packages (which requires a package identifi-
cation phase), the cost, and scheduling (minimally, which integrated
capability delivery they are in). TRW shall generate an
interim report, to be submitted to the government, no later than
23 July 1982, establishing progress to date. The 'Other package'
study may consider items other than mail handling software but
their consideration must not distract from the emphasis upon mail
handling support.
4. TRW shall prepare task descriptions as per the samples
contained in the draft SOW for the other tasks in paragraph two by
2 July 1982. The SUL support will be for completion of specification
of the SUL and for prototyping (language evaluation) efforts only.
Task descriptions for implementation of the SUL shall be done upon
completion of the system evaluation phase. The requested task
descriptions shall be based upon data provided to Larry McLaughlin
during these meetings. The CSPO will provide a copy of the
requirements closure plan to TRW. Support in completing these
requirements specifications may be needed from TRW. To the extent
that information may not be available to close a requirement
specification, a trial baseline statement for the requirement will
be generated. Since some DIA conversion products presently run on
IBM systems, the government must determine the viability of those
products in the integrated capability (i.e. do these products
conform to the CRS concept of operations). Furthermore, the
systems environment of the viable products must be determined.
The government may need support from`TRW to perform this task. The
systems engineering analysis task begins with delivery of a System
Design Specification outline and proceeds to the investigation of
the systems software and hardware required to support the integrated

capabilities. This latter activity-must be deferred until
there is early indication of the likely software packages which
will be hosted. Some prelimary analysis of MVS/VM networking
approaches for transaction systems may be considered, as well as
the definition of virtual terminal approaches for the user
interface. TRW may propose a goal oriented task, if it can be
defined at this time (no later than 2 July 1982). Finally, TRW will
perform a task associated with project planning. This task includes
the specification of an outline of the project/management/financial
plans. TRW is to complete the management portions of the plans by
1 Aughust (emphasis-is on project organization matters). The plans
will be submitted by 1 November.
